Every figure on this site is transcribed from a primary document and linked beside the number. Nothing is modeled, estimated, or projected. This page states the sources, the field definitions, the update cadence, and the limits.

Where the numbers come from

Requested changes — North Carolina Rate Bureau
The Rate Bureau files proposed rate levels for homeowners, dwelling, private passenger auto, and mobile home coverage. Requested percentages come from the filing itself and from the Bureau circulars that announce it.
Approved changes — North Carolina Department of Insurance
A filing ends in a settlement between the Bureau and the Commissioner, an order after hearing, a withdrawal, or a denial. The approved percentage and its effective dates come from that settlement or order.
Territory detail and base premiums
Per-territory approved changes and the Form 3 base premium come from the exhibits filed with the rate filing. Counties are mapped to territories as the exhibit maps them; where a county is split across territories by ZIP code, the page says so.
Consent-to-rate series
Share of policies, share of premium, and the average amount charged above the approved rate come from Department of Insurance reporting, by reporting year.

What each field means

Definitions of the published fields.

RequestedThe statewide average change the Rate Bureau asked for in the filing.
ApprovedThe statewide average change the settlement or order permitted. Blank while a filing is still open.
Effective dateThe date the approved change begins applying to new and renewal policies. A phased outcome has more than one.
StatusFiled, set for hearing, settled, ordered, withdrawn, or under review — the stage the filing has reached.
Territory changeThe approved change for a single rate territory, which can be above or below the statewide average.
Form 3 base premiumThe reference homeowners premium for a territory as filed in the exhibit. It is a comparison figure, not a quote.
FreezeA date before which no new filing on that line is permitted under the settlement's terms.

Percentages are shown with an explicit sign and one decimal place, in tabular figures. Statewide averages are averages: your county's approved change, and your own premium, can differ from them.

How and when we update

What we archive

For each event we keep the primary document: the Bureau circular, the filing exhibit, the settlement, the order, the press release, and the rate spreadsheets where they are published. Each document is stored with its issuer, its identifier, its publication date, its original URL, and a SHA-256 checksum of the copy we hold, so a later reader can confirm the file has not changed. Source links point to the issuer wherever the issuer keeps the document online.
